Dr. Margaret Chan Fung Fu-chun is Director-General Emeritus of the World Health Organization (WHO). As the 7th Director-General from January 2007 to June 2017, Dr. Margaret Chan Fung Fu-chun led WHO through a period of profound changes.

 

The political, social, economic and epidemiological challenges facing health in the early 21st century have been unprecedented in their complexity and global impact. Population ageing, antimicrobial resistance, climate change, obesity, and the globalized marketing of unhealthy products and chronic non-communicable diseases overtook infectious diseases as the leading killers worldwide. The global economic slowdown since 2008 also affected populations around the world as many governments struggled to finance basic health services.

 

Despite these immense challenges, Dr. Margaret Chan Fung Fu-chun’s leadership ensured sustained progress in improving health and life-expectancy in populations around the world. During her tenure, Dr. Margaret Chan Fung Fu-chun led the global movement on “universal health coverage”, and the global response to major health emergencies like the influenza pandemic, Ebola and Zika epidemics. She has also transformed WHO into one of the most transparent and accountable international organizations by initiating an ambitious program of reform since 2011. As Director-General, Dr. Margaret Chan Fung Fu-chun frequently emphasized the importance of working in partnership with other stakeholders in society to achieve common goals in health.

 

Dr. Margaret Chan Fung Fu-chun obtained her MSc and PhD degree in medicine and an honorary doctorate from the University of Western Canada.She later earned her MSc in public health at the National University of Singapore. She completed a program for management development at Harvard Business School in Boston. On 18 December 2018, Dr. Margaret Chan Fung Fu-chun was honored by the Chinese government as a reform pioneer on the occasion of 40th anniversary of Reform and Opening Up in China.

Background of GHF

Established in 2001, the Boao Forum for Asia is a non-governmental and non-profit international conference organization. Since its inception, with a focus on Asia and a global perspective, the Boao Forum for Asia has been committed to promoting regional cooperation in Asia and common development across the world. Apart from traditional economic issues, the conference has been focusing on health issues closely related to economic development and the people's well-being. In July 2018, the Boao Forum for Asia declared the inception of the Global Health Forum in Beijing.

 

The GHF responds to the Astana Declaration, implements the 2030 Agenda for Sustainable Development of the United Nations and promotes the Outline of the Plan for Healthy China 2030. By pooling global will and building consensus, the conference is aimed at promoting the global health cause and the health sector and boosting international health cooperation to contribute to the improvement of health and well-being for all humankind and the building of a community with a shared future for mankind.

 

The 2nd Conference of the GHF

Baodong LI, secretary general of the Boao Forum for Asia, stressed the important opinion that "Health is productivity" at the first session of Global Health Forum of Boao Forum for Asia. The opinion was backed by the data from the World Bank and World Health Organization (WHO). On the one hand, as one of the largest sectors in connection with global economy, health sector can provide approximately 50 million jobs; on the other hand, the medical expenses paid by the people around the world reach 500 billion US dollars every year, beggaring more than 925 million people every year, among which nearly 100 million people are thrown into extreme poverty. Alleviation of illness-induced poverty will lay a foundation for long-term economic development.

 

Achieving universal health coverage is one of the 17 sustainable goals adopted by all nations of the world after the conference in 2015. At the High-Level Meeting on Universal Health Coverage during the 74th Session of the UN General Assembly, all members of the United Nations agreed to be committed to achieving universal health coverage by 2030. Universal health coverage includes all-around, high-quality basic health services, and ensures that all individuals and communities have access to full health services required for health promotion and the prevention, treatment, rehabilitation and palliative care of illness and will not run into financial difficulties.

 

The second session of the Global Health Forum of Boao Forum for Asia will be held in Qingdao, Shandong Province in 2020. Themed "Health beyond Health - In the Year of Sustainable Development 2030" and with the goal of "Health for All" advocated by the United Nations and WHO, it will bring together dignitaries, experts, celebrities, tycoons and far-sighted persons in the field of health around the world to hold talks on hot issues related to universal health coverage.

 

 

During the three-day conference, 30 sessions will be held around the three themes of "Universal Health Coverage," "Innovation for Health" and "Health in All Policies."

Review of the 1st Conference of the GHF

The first conference of Global Health Forum of Boao Forum for Asia was grandly held from June 10 to 12, 2019. Focusing on health - a topic of common concern for all mankind, representatives of enterprises and institutions from 55 countries and regions across the world gathered in Qingdao, Shandong and shared views and pooled wisdom on "Universal Health Coverage", "Innovation for Health" and "Health in All Policies ” among other issues.

 

 

It was a world-class event in the field of health. 28 sub forums, 13 special events, 4 project roadshows, 16 important activities and exchanges of 100 innovation projects were carried out at the conference. A total of 2,640 experts, scholars, exhibitors, sponsors, participating media, partners and supporting organizations from 55 countries and regions attended the conference. During the conference, 248 guests from home and abroad participated in the sub forums and delivered speeches on more than 100 topics. Each was fully packed and each was unusually brilliant.

 

 

At the sidelines of the conference, the Global Health Expo was also held. Covering an area of 20,000 square meters, the expo provides an exhibition and exchange opportunity for manufactures in pharmaceutical and health industries at home and aboard as well as big health-related enterprises and institutions engaged in finance, investment, technology and service. The expo gathered more than enterprises and institutions, including Tencent Medical, iFLYTEK, PKU Healthcare, Haier Biomedical, iKang and Yili, in fields ranging from innovative drugs, cutting-edge equipment, biotechnology, smart healthcare, Internet healthcare, artificial intelligence, social security and public service. Nearly 40,000 citizens from all over the world visited the expo.

Political and Business Dialogues, Cooperation between Government Agencies and Industry

 

Qingdao Health Industry Cooperation Project Signing

On June 11, Mr. Baodong LI, the Secretary General of Boao Forum for Asia, Mr. Jiye SUN, deputy governor of Shandong province, and Mr. Fanli MENG, deputy party secretary and mayor of Qingdao, attended the signing ceremony of Qingdao health industry cooperation project of the GHF.

 

A total of 25 cooperative agreements were signed, including 17 industrial investment projects, 5 strategic cooperation projects and 3 technical cooperation projects, covering high-end medical services, biomedicine, medical devices, health care and traditional Chinese medicine.

 

A Memorandum of Understanding was signed by Boao Forum for Asia and International Federation of Red Cross and Red Crescent Societies

On June 11, Boao Forum for Asia and International Federation of Red Cross and Red Crescent Societies signed a memorandum of understanding.

 

The MOU was signed by Mr. Baodong LI, the secretary-general of Boao Forum for Asia, and Mr. Elhadji Amadou Gueye SY, the secretary general of the International Federation of Red Cross and Red Crescent Societies.

 

"The Youth Participation in Global Health Initiative" Issued by the Global Health Forum

On June 10, the forum released “The Youth Participation in Global Health Initiative” in the 6th side meeting “Health in All Policies — Health Forum for Youth”. Dr. Magaret Chan Fung Fu-chun, the president of the Global Health Forum, read the highlights of the proposal which calls on young people around the world to go beyond their national and cultural traditions and contribute their capacity, wisdom and vitality to shoulder the responsibility of global healthy development and build a healthy and sustainable world.

 

Rehabilitation University was founded in Qingdao

On June 11, the opening ceremony of rehabilitation university in Shandong province was held during the GHF. Mr. Jiayi LIU, the secretary of CPC Shandong Provincial Committee, Mr. Xiaowei MA, the director of National Health Commission, Ms. Haidi ZHANG, the president of China disabled persons’ federation, Mr. Qingxian WANG, the member of the Standing Committee of CPC Shandong Provincial Committee, and secretary of CPC Qingdao, and Dr. Magaret Chan Fung Fu-chun, the president of the GHF jointly unveiled the logo of rehabilitation university.

 

Innovative Project Roadshow Presentation

During the first session, GHF held four roadshows of innovative projects and shared the achievements of 100 health innovation projects around the world with nearly 1,000 entrepreneurs, which played a positive role in promoting the transformation and upgrading of China’s health industry and social and economic development.

 

China-Russia Qingdao memorandum of understanding

The project of bio-medicine park in cooperation demonstration zone of Shanghai cooperation economic and trade organization in Qingdao was launched.
